In a document from the General Secretariat of the Merchant Navy (P. 3 - MJ - June 1976), it is written: The coast is a rare asset, limited in essence as it is not interchangeable. Moreover, it is coveted and used by numerous users, sometimes aggressive or very powerful, who often take up the areas that are the richest from a biological point of view. This reality is at the origin of a number of land occupancy issues, all the more when a rational or enhancive preliminary choice has not been made. It can also lead to damages or pollutions, the coastal area being more exposed as rivers carry all the effluents which flow into them from their source to the ocean". Witnessing this competition, it appears that marine cultures need to be considered as very important, and this for several reasons: They contribute to the maintaining of a life scheme, they can go hand in hand with other activities, they are at the origin of a number of jobs and of an economic wealth. This is the reason why a national oyster and shellfish culture direction scheme has been created, in order to protect and develop these coastal activities.
