The consciousness of a necessary international co-operation about the fight against marine pollution is relatively recent. In a first time, the concerned states have contracted, at the universal and regional level, some agreements in a punctual way, to organize this fight. From the 1970th, the United States are going to systematize and rationalize this conventional movement aimed to preserve the marine environnement by the working of a standardizing planning liable to be used in some threatened zones, it is the Activities Programm for the regional seas proceeding from the United States Programm for the Environment. For each regional sea reserved by the Programm ; corresponds a whole appliance contained in an Action Plan. Amid each Action Plan, a juridical appliance is foreseen which enables the riverside states to juridically, institutionally and financially organize their co-operation in touch with the International Organizations of the United States system.
