The evolution of technology and labor costs in maritime countries results, throughout the international competition, in a transfer of shipping from developed countries to some newly industrialized countries, although the protectionism and the international cooperation can modify, liule or more, this tranfer. [0 make the maximum profit from shipping industry for the national economy, a new maritime policy is supposed to be worked out in line with such an evolution, so as to decide when and how the government should be involved. That policy ought to have three stages concerning successively the preparation, the development and the retreat of shipping industry. A merchant fleet is often considered to be a constitutive element of national sovereignty. Developping countries strive to create one, industrial nations to maintain one, often, in either case, not without difficulties. Mister MA's book presents the different motivations which can justify these orientations, factors which explain successes or fai/ures, in any case the limits, ofpolicies which they provoke. Therefore, reading it is an obligations for ail those who, in private or government office, either national or international, can contribute to décisions of this nature, as well as for those who, in companies using or producing shipping, can be ils beneficiaries or ils victims.
