Introduction: Marine organism mortality in the Vilaine bay during July-August 1982, consecutive Dynophysis growth since that date prohibiting shellfish commercialisation, repetitious conflicts among sea professionals are the reflection of a fragile ecosystem and current instability of halieutic resources exploitation in Mor Braz . Becoming aware of this fragility the Ministère de la Mer (Ministry of the Sea) initiated the creation of the Commission Quadripartite (Quadripartite Commission) in charge of the Hydrobiologic Protection and Alieutic Development of the Quiberon-Vilaine bay, bringing together administrative and scientific professionals. Right from the start, among the missions entrusted to the Commission, the will to study the halieutic future of this area was displayed. Within this framework, IFREMER's laboratory in Lorient presented, before the Commission's Scientific Committee, a program which content is a scientific data base necessary for the improvement of halieutic resources exploitation conditions. The biological diagnosis concerning main species is not part of the original work, at this point we will start at the conclusions brought from the Conseil International pour l'Exploitation de la Mer's (CIEM) (International Council for Sea Exploitation) workcell which is in charge of the evaluation of resources for areas 7 and 8 (Celtic Sea and Gascogne gulf). But we will also start off from the assessments established by IFREMER's Halieutic Resources laboratory. However work related to fleet is original. Because of lack of time, the economical aspects are only skimmed through (GIRARD, 1896) and the analyses will mostly remain around the evolution of fleet technical characteristics. Since the study period was brief only apparent strong pathways will be discussed in all reserves. For lack of means, the halieutic system has been limited to fishing. Conchoculture will be brought up only when being complementary to a fishing activity. This is regrettable, since both practices are so importantly linked together in the area between Golfe du Morbihan and the Vilaine bay. Obviously any improvement brought to halieutic resources exploitation conditions would be obsolete if coastal waters quality deterioration was to accelerate.
