Like numerous industrialized countries, France became aware, throughout the 1960s, of the growing importance of the ocean, of its known and potential resources and of the international issue it represents for nations. In the field of marine research and development, after an initial prompting period from the General Commission for Technical and Scientific Research, the French government decided to extend this action through the creation of a coordinating body, the National Centre for the Exploitation of Oceans.
