Livre Bleu. Pour une stratégie maritime calédonienne. La mer en Nouvelle-Calédonie : État de référence 2020

The Blue Book for a New Caledonia Maritime Strategy, initiative of the Maritime Cluster of New Caledonia, launched since the General States of the Sea in 2016, aims to establish the bases of a Caledonian blue growth strategy. This forward-looking document consists of two volumes. The first (the purpose of this index) is a reference state of more than 400 pages, useful for the establishment of a maritime strategy. It represents a transversal approach, of the encyclopedic type, of the Caledonian Sea and therefore of the Caledonian maritime fact in 2020. According to a methodology established by the French Institute of the Sea, it seeks to answer the question «1,440,000 km2 for what to do?» , which corresponds to the surface of the Caledonian Sea. It is structured around 8 chapters: o Legal status of Caledonian maritime areas o Multiplicity of actors o Environmental Characteristics and Natural Capital o Security and Threats o Economic sectors linked to the sea o Protection policies o Training - Education - Awareness o Strategic importance and regional focus. It is completed with a strategic roadmap (Volume 2 of the Blue Book), resulting from the instruction of the 8 chapters cited above. It is a collective work piloted by the Maritime Cluster of New Caledonia and therefore originated from the instruction of the questions set up by the economic world. In order to answer these questions, external expertise from Scientific Research, Innovation, the Associative world, Administrative and Institutional bodies as well as Caledonian, national, regional and international expertise came together.
