Les enjeux économiques et de santé de la précarité énergétique

The economic issues of fuel poverty reflect the specific question of the overlap between fuel poverty and income poverty. An analysis of this question in terms of the different social protection regimes in place in Europe provides a new perspective here. The health issues of fuel poverty can be assessed from the point of view of the costs and benefits of energy renovations at the macroeconomic (i.e. health expenditure savings) and microeconomic (i.e. causality between health and fuel poverty in housing) levels. However, these two issues cannot be analysed without first defining the indicators of fuel poverty, which is the only way that the target population can be identified.
