Description
This paper presents a first investigation of the objectives, needs, actors, operators, clients, having in view the setting up of the infrastructures of a "Scientific Port" in Noumea, associated with a "City of the knowledge of the Sea and the Ocean". The various components of a pole of excellence are intended to create a Scientific, Technological and Educational Innovation Centre for the sea and the ocean in the Pacific area. This paper evaluates the possible avenues for integrating such infrastructures into the dynamics of an Indo-Pacific axis and considers the extent to which the European Union can address such a prospect.
