The year of 1973 was mostly the year of the dislocation of world markets, raw materials and energy materials. If it had been possible to foresee and carry out the preparation and exploitation of oceanic resources according to gradual investments and technical solutions enabling the acquisition of oceanic products at a price set by a pretty stable market, 1973 can be considered as a year of rupture. From now on, a marine raw material or energy material can become quasi-immediately indispensable, no matter its price or its exploitation technicality, because of the fluctuations of the global supplying policies. It can also be considered that, given the extent of the evolution of raw material and energy material prices, some marine deposits, without any interest today, could turn out to be of a great importance tomorrow.
